In 1942, Bubley began working as a darkroom assistant at the Office of War Information, a new federal agency in Washington, D.C. Part of the OWI’s mission was to document and publicize the home front’s contributions to the war effort. Bubley’s photographs of young women in the city gained the attention of Roy Stryker, head of the OWI, and she began photographing for the agency. Her images capture everyday moments and people around Washington, illustrating many aspects of daily urban life.
