In January 1990, Secretary of Defense Dick Cheney proposed that a large group of stealth fighters be relocated to Holloman Air Force Base in New Mexico. Stealth aircraft have titanium bases that can evade radar detection. One in every 5 workers in New Mexico holds a job directly related to federal defense expenditures. The state is ranked third in per capita spending for federal defense. Nagatani contrasts the airplane with the ruins of the most famous and largest pueblo in Chaco Canyon, which was a major center of Puebloan culture between 850 and 1250 A.D.
