This montage relates to the two articles that flank it. One is “The Muddle of the World Economy”; the other unfavorably compares the London Economic Conference, which had occurred two weeks earlier, with one in Moscow evaluating the Soviet Union’s Five Year Plans. Politicians at the London conference, seen here, ignore the devastated property around them. American Secretary of State Cordell Hull seems oblivious to the collapse of the column on which he leans. It is in the classical style often used to bestow an image of solidity to government and bank buildings.
